Australia's Biosecurity Act gives ministers sweeping powers, from euthanising celebrity pets to slamming shut the nation's borders and forcing all arrivals into mandatory quarantine. This week, the government's interpretation of its powers under the Act went even further, when it issued a sweeping ban on Australians in India from trying to come home. So is it a step too far?
